I can't see any way to get the real driver installed when that happens. Open Device Manager (right click My Computer -> Properties -> Device Manager) and remove ALL drivers for USB flash drives. Luckily, there are ways in which you can install a USB on your Windows 98 PC and enable it to use USB mass storage devices. You absolutely must install the correct version of the generic USB driver for your specific version of Windows 98.
Now install nusb320-Eng-98FE8. Windows 98SE is actually not too bad at handling mass storage drivers for a USB storage device IF you have a driver disc that accompanied it or a download is available.
